連絡協議会　改選に伴う選挙要綱
平素より連絡協議会へのご理解、ご協力に感謝申し上げます。
既にご案内の通り、本協議会の議長、及び事務局ポストに関し改選期を迎えます。
つきましては下記要領にて次期の議長及び事務局を選定いたします。

下記要綱をご一読頂き、次期連絡協議会を継続的に盛り上げるべく、各団体様にご検討及びご協力をお願いいたします。

記

1.      選挙期間：　　2025年10月1日から10月31日
2.      改選ポスト：　議長職および事務局
　　               　　　 1期2年 （2026年1月1日から27年12月31日まで）
3.      立候補の方法：
　1）    会長職：自薦（個人名）、または団体としての他薦（個人名）。ただし他薦の場合は本人が当選の際に受諾することが確認できていること。
　2）     事務局：事務局は個人を指名するのではなく協議会内の団体を選定する。また、事務局に関してのみ、全団体が自薦、他薦団体を必ず推挙する。
4.      候補資格
   会長職については連絡協議会構成団体の現任の役員/理事とする。 事務局は団体。
5.      立候補、他薦の申し込み先
   連絡協議会　事務局（企友会・ナンシー村上）宛にemailにて申し入れ。（宛先：jbcv@kiyukai.org　)
6.      自薦、他薦状況
   連絡協議会ウェブサイトのニュース欄（https://jbcv.org/ ）にて自薦、他薦の状況を逐次アップデートすると共に選挙締め切り時に各団体にEmailにてご報告。
7.      結果発表
   10月31日（金曜日夜11時59分）時点で会長職、事務局について被選挙者が一人（一団体）の場合は自動的に当選とする。複数になる場合には次に示す投票による選挙とする。
8.      選挙
   複数候補の際には11月1日（土曜日）から11月6日（木曜日）午後5時までに団体が1票をもって投票。投票は選挙管理を行う総領事館経済担当宛てとする。（投票先となるメールアドレスは後日連絡）。11月6日(木）即日開票、11月7日（金）に結果発表。11月6日（木曜日）午後5時までに投票がなければ棄権したものとみなす。
9.      正式交代時期
   2026年1月1日。但し、例年行う1月初旬の年次会合の際に形式上の引継ぎ、ご挨拶の流れ。

補足事項
会長職に望まれるもの：バランス感覚とコミュニケーション能力。団体の一体感を創出できる方。

事務局への期待：現状は構成団体向けメールのやりとり及びウェブのアップデート、管理が主体だが、業務内容は次期の運営次第。

JBCV Election  Guidelines for Re-election

Thank you for your continuous assistance and cooperation to JBCV. As announced earlier, the time for re-election of the chairperson and the secretariat post of JBCV is coming closer.. Please see the election method outlined below and discuss within your organization for the further development and success of JBCV.

1.  Election period: October 1st to October 31st, 2025
2.  Re-election post: Chairperson and Secretariat
    Term: 2 years (January 1, 2026 to December 31, 2027)
3.  Method for Candidacy:
1) Chairperson position: Self-recommendation (individual name) or  recommendation by others as an organization (individual name). However, in the case of recommendation by others, the recommended candidate needs to agree in advance to accept the position when elected..
2) Secretariat: For the secretariat position, an organization within the JBCV members is to be recommended, not an individual.  Also, only for the secretariat position, all member organizations must make a recommendation (either self-recommendation or recommendation by others)..
4. Candidate qualification
The chairperson shall be the current officer or board member of a member organization of JBCV.
The secretariat shall be a member organization of JBCV.
5. Recommendation applications
Apply by e-mail to the secretariat (Nancy Murakami) of the JBCV.

6. Recommendations status
In the news section (https://jbcv.org/) of the JBCV website, the status of self-recommendations and recommendations by others will be posted and updated.  Also, each organization will be notified by email at the time of the election deadline.
7. Result announcement
As of October 31 (Friday 11:59 pm), if there is only one recommended person or one organization for the chairmanship or secretariat, it will be automatically elected. If there are more than one candidate,the election will be held by the following voting method.
8. Election
In the case of multiple candidates, member organizations will vote with one vote per organization from November 1st (Saturday) to November 6th (Thursday) at 5 pm. Voting will be addressed to the consulate economics officer who manages the election. (its email address will be notified later). The votes will be counted on November 6th, and the results will be announced on November 7th (Friday). Organizations that did not vote by 5 pm on Thursday, November 6th shall be considered to have abstained from voting.
9.　Official time of change
January 1, 2026. However, the formal hand-over and greetings will be held at the annual meeting in early January, which is held every year.

Supplementary information

What is desired for the chairperson: a sense of balance and communication skills. Those who can create a sense of unity of JBCV members..

Expectations for the secretariat: Currently, the main tasks are email communication with member organizations and updating/managing the website, but these tasks may change depending on the next term’s operation.
